Does the car adapter that comes with the iPod Nano 5G allow playback on the car stereo?

When I got my iPod Nano 5G it came with a device that plugs into car cigarette lighters. I can’t get my iPod to play on the car stereo with the device so it is probably just a recharger but I’m not sure.

Does it allow me to play on the car radio? If so, how?
And when I mean "how," I mean "how do I do it?"
